Power setup windows 7

How shall I proceed with trying to resolve this issue and setup a power profile via a GPO that allows users to modify the settings as they please? I have already checked everything that could possibly be checked. The last resort is to try and re-image one of the test machines and check if that resolves the issue, however that's not a solution since this client has 30 thousand machines in their environment.
